- Require oidc-agent-cli-5.1.0, and use a new oidc-add --skip-check option
there to avoid trying to get an access token at load time. This avoids
a 'No scopes found' error when the token issuer returns different scopes
than requested (e.g. wlcg.capabilityset which returns a set of scopes).
